Five-percent advisory fee on the government contribution. CIIP fund subscription is excluded from the advisory base; it is a financial instrument, not a fee, and is redeemable after the four-year hold (returns not guaranteed). Birth registration, national ID, and passport enrolment scale per applicant. BTC pricing live from CoinGecko; fiat cross-rates from the European Central Bank mid-market reference feed (the same source xe.com cites for its mid-market display), refreshed hourly.

What can change
Government fees
Set by Vanuatu law (Order No. 33 of 2019); they can change by statute.
Overseas biometrics
A variable per-center administration fee, confirmed in writing before you commit.
BTC and FX timing
Priced at settlement, not at the quote; the Bitcoin amount moves with the market.
Due diligence
Approval is never guaranteed; VFIU screening can change the timeline or the outcome.

DSP vs CIIP · Side by Side

The two routes, in one view.

Single-applicant figures. The donation route is the simplest and final; the investment route costs more up front but returns most of the capital after a four-year hold.

DSP · DonationCIIP · Investment
Gross outlay$145,000$174,000
Net cost after redemption$145,000about $124,000
RecoverableNothing; the contribution is a donation$50,000 fund subscription, redeemable after the four-year hold
ComplexityLowest: one contribution and the file closesHigher: a fund subscription and a year-four redemption to track

Best-fit applicantWants speed and simplicity; treats the outlay as the price of the passportWants the lowest net cost; comfortable locking capital to recover most of it
The riskNon-recoverable; you spend itFund returns are not guaranteed; redemption depends on the instrument performing

Both routes carry the same flat five-percent advisory on the government contribution and the same per-applicant document costs; the difference is the recoverable fund subscription, not the fees. Family pricing scales from these figures, and the calculator above prices your exact configuration live in Bitcoin.

Figures are inclusive of: government contribution; 21 CBI advisory (5% of the government contribution); due diligence and VFIU/INTERPOL screening ($5,000 per application, does not scale); birth registration and national ID ($2,500 per applicant); and passport enrolment ($1,000 per applicant, the in-Vanuatu rate). Biometric enrolment at an overseas center (Dubai, Hong Kong, or New Caledonia) carries an additional variable biometric administration fee, invoiced per application at cost; we confirm the exact figure for your chosen center before you commit. Government figures verified against Order No. 33 of 2019 (as amended), Citizenship Act, Cap. 112.

CIIP, with the fund recoverable.

$110,000 government contribution + $50,000 Cocoa Sustainable Fund subscription. The fund is redeemable after a four-year hold. Net cost across that horizon depends on fund performance, which is not guaranteed.

CIIP is a structurally different application from DSP. The $50,000 fund subscription is a financial instrument, not a fee; it is held in the Cocoa Sustainable Fund for the four-year statutory period and is redeemable thereafter. Projected redemption value depends on fund performance and is not guaranteed. Family pricing for CIIP holds the government program fee flat at $110,000 across single applicant through family of four; birth registration, national ID, and passport enrolment scale per applicant.

From application to passport

The process, in order.

01Week zero

Strategy session.

A confidential sixty-minute call with Adam Juchniewicz, CEO of 21 CBI. We confirm the right track for your file (DSP or CIIP), the family configuration, and your source-of-funds posture. The first call is a $475 engagement via BitSettle (BTC or USDT) or $500 via Stripe; whichever you pay is credited in full toward the advisory if you retain within 90 days, separate from the $5,000 VFIU line. No obligation to proceed.

02Weeks 1–3

Document preparation.

Government forms, certified copies of birth, marriage, and police certificates, medicals, professional references, and source-of-funds documentation. On-chain SoF for Bitcoin-funded files is supported. Start with the Bitcoin source-of-funds readiness checklist.

03Weeks 3–4

Biometric enrolment.

One in-person visit at an accredited center: Port Vila, Dubai, Hong Kong, or New Caledonia. Short session for fingerprint and facial-image capture under the ICAO biometric standard.

04Week 4

Application submission.

cbi.vu completes the official program payments with the relevant authorities on your behalf. The full file is submitted to the Vanuatu Citizenship Office.

05Weeks 5–9

VFIU due diligence.

Enhanced screening: INTERPOL NCB coordination, adverse media checks, on-chain source-of-funds verification. The unit reports back within approximately one week of completed screening; the surrounding timeline depends on document responsiveness.

06Weeks 7–12

Citizenship granted.

The Vanuatu Citizenship Commission issues the grant. Citizenship Certificate, then passport. Total file-to-passport: thirty to sixty days from clean submission; two to four months from initial engagement.

Settlement Options

Digital-asset settlement.

The whole file settles in BTC, Lightning, or USDT through BitSettle after compliance, government contribution and professional fees alike. Credit cards and bank transfers accepted as needed. cbi.vu completes the statutory payments with the Vanuatu authorities on your behalf.

Layer 1

Bitcoin on-chain.

Available across the entire file, government contribution included, where payer identity, wallet or exchange provenance, and supporting records are satisfactory.

⚡︎
Layer 2

Lightning Network.

May be available for approved BTC settlements by prior arrangement, subject to the same documentation, screening, and source-of-funds standards as any other method.

⛓︎
Stablecoin

USDT.

May be accepted on specified networks only, subject to the same compliance, sanctions, and provenance checks applied to all other payment methods.

Digital-asset settlement covers the full cost of the file, the government contribution included; cbi.vu completes the statutory payments with the relevant authorities on your behalf. A digital-asset payment option does not alter due diligence, sanctions screening, tax or reporting obligations, or the independent decision of those authorities. Non-USDT stablecoins are not accepted.

Biometric · In-person

One short visit. Four accredited centers.

Under Vanuatu’s Passport Amendment Act 2025, which aligned passport issuance with ICAO biometric standards from May 2025, one in-person enrolment is required. We schedule the session at the center most convenient for your travel, then fold it into your normal calendar. Travel to Vanuatu is not mandatory if you use an overseas center; Port Vila remains available.

Port Vila Dubai Hong Kong New Caledonia
What arrives

A passport. A citizenship certificate. A new jurisdiction.

At the end of the timeline, a courier delivers the burgundy Vanuatu passport, the travel document of a Commonwealth member state, with a 10-year validity. The citizenship itself is permanent and hereditary; the passport is the physical instrument. Pair it with the Citizenship Certificate (the legal record of the grant) and an Oath of Allegiance signed at any Vanuatu mission. That is the file, closed.

Passport renewal is an approximately $80–$210 government fee at any Vanuatu mission every 10 years, depending on processing speed. The citizenship behind it is permanent and does not require periodic re-validation.

Cost in Context

Less than a down payment in most major cities.

$130,000 is the government contribution for a single applicant in the fastest citizenship by investment in the world, in a zero-personal-income-tax jurisdiction. The passport reaches 87 destinations, including Singapore and Hong Kong, and ranks approximately #57 for mobility; Schengen visa-free access was revoked in December 2024, and the weight of the map sits in Asia-Pacific. Measured against what it secures, a permanent, hereditary citizenship that follows the children, the figure is modest. For the family ladder and a line-by-line view, see the full Vanuatu passport cost breakdown.

Velocity

Fastest in the world.

Thirty to sixty days. No residency. No interview. No language test. No annual cap.

Tax Floor

Zero, four times over.

Zero personal income. Zero capital gains. Zero inheritance. Zero corporate income. 15% VAT on local consumption only.

Compounded

Hereditary.

Citizenship passes to children. No periodic renewal of the citizenship itself; passports renew every 10 years.

$145,000

All-in. Single applicant.
