Signal conversation (published on request at https://cbi.vu/legal.html);
we will confirm the fingerprint out of band before you rely on it. A key
block will be published at this URL once issued.

## Why this page exists

The site states that encryption is the default, not the upgrade. A key
that can only be requested by replying to a signed message is not
reachable at first contact. This URL is the fix: it is fetchable directly,
with no prior exchange, so the encrypted channel the site advertises is
actually reachable before you have ever heard from us.
